100% OMOV constitution version 001
Primary purpose: to identify and endorse candidates for Labour national committees by single transferable vote process.
Secondary Pupose: to identify Labour Parliamentary Candidates by single transferable vote process.

Labour members (and in some cases suspended and expelled members, where 100% OMOV secretary has been notified via website that a person is suspended by Labour) only eligible for membership.
Secretary, deputy secretary & Chair elected by nominations in advance OR from the floor at QGM to allow unresponsive or unrepresentative sec to be removed quickly.
Chair removal by 66% supermajority on no confidence motion from the floor which must be taken immediately as a vote by a show of hands.
QGM always held in London or Brum or Manc or Leeds with ADDITIONAL LIVESTREAMED QGM meetings in any place where secure accessible venue, live stream equipment and security staff can be acquired for 3 hours and there are sufficient members who have been members for 6 months willing to pay £2 each to cover the total costs of these elements.
Emergency motions voted on as whether accepted as emergency by the room.
Offline votes held on motions discussed and prioritised online 14 days in advance of QGM.
Priority position also entered.
Membership £1 per month, £2 for people who are waged above £15,000 per annum or £30,000 where disability is claimed.
25% of membership fees go to the recruiter. 12.5% of the membership fees go to the recruiter's recruiter. etc.
disciplinary: violence, threats, incitements to violence, prejudices or hostility toward protected characteristics are barred. Any other offence must be agreed by a supermajority or 80% by a QGM.
Initial disciplinary: Random selection of 5 members vote if there is a prima facia case to answer. Failure to vote, means voting rights at QGM are lost for 12 months.
Once 36 members volunteer to be nominated (and where places are conflicted, elected by QGM) : Random selection of 5 members from elected committee of 36 members to judge case and vote if there is a prima facia case to answer. Failure to vote, means voting rights at QGM are lost for 12 months.
disciplinary: Random selection of 5 further members to judge case and vote if the charges are, on the balance of probabilities, proven. Failure to vote, means voting rights at QGM are lost for 6 months.
Appeal (from either side): Random selection of 19 members to judge case and vote. Failure to vote, means voting rights at QGM are lost for 12 months.
Second Appeal (from either side): referred to QGM. members subjected to discipline can submit 1000 word response to each charge to be read after each charge evidence is presented.
QGM discusses for 15 minutes per case.
To overturn labour suspension/ expulsion and be treated as full member of Labour for purposes of 100%OMOV membership, full process upto and including first appeal must be exhausted. At which point 100% OMOV secretary delivers complaint to Labour on the basis of the NCC conviction being unsafe. Labour party can appeal to 100% OMOV to instantiate QGM decision as second appeal.
Any member can stand as PPC / national committee position. they can mention their endorsements from other organisations as long as they highlight where those organisations are less than 100% OMOV that paying too much attention to undemocratic organisations can undermine the democracy of this organisation.

Potential Tertiary purpose: to identify and write and refine and circulate rule changes to all Constituency Labour Parties
Potential Tertiary purpose only to be implemented only after Primary and Secondary purposes fully implemented. Until then , CLPD to be used as rule change generator/ circulator, and volunteer CLP contacts to be forwarded to CLPD for the purpose of circulation.
