6) A PORASEC shall not stand any candidates against or otherwise publically oppose a Labour party that a reasonable person would determine is fully democratic and accountable in its national and regional structures. A PORASEC will discuss the motion "The Labour party is fully democratic in its national and regional structures" motion each year within 3 months after each annual labour conference. Where a democratically accountable Labour party has slow responsiveness to its members wishes, this shall not qualify as a lack of democratic accountability except where the lack of responsiveness would be perceived by a reasonable person to frustrate the will of its membership and inidividually voluntarily affiliated persons for longer than 5 years.
